Industry Insights at a Glance:

Average public pension plan investment return assumption falls below 7%...

Among 131 plans measured, more than half have reduced their investment return assumption since FY 20, resulting in a decline in the average investment return assumption below 7.0 percent. This is the lowest level in more than 40 years.

Combined value of public pension assets exceeds $6.25 trillion...

As of Q3 2024, the Federal Reserve reports that public pension assets were a record $6.25 trillion, an increase of 4.3%, from $6 trillion as reported for the prior quarter and higher than the same quarter one year ago by some $839 billion, or 15.5%.

 

Public pension plans are a shared responsibility...
Nearly every state enacted significant reforms to its pension plans in recent years, and for many plans, one outcome is that more responsibility shifted from employers to employees through use of plan designs such as variable contribution rates, variable benefits, and hybrid plans, among other features.
