We are only a handful of state agencies across the country that administers retirement plans (ten different retirement plans) and insurance plans (health, life, dental, and more) for the benefit of state and political subdivision team members. As an agency, we serve over 60,000 members and 450 employers across the state of North Dakota.
We are seeking a Defined Contribution Retirement Programs Manager to join our high-performing and dedicated team. With the passage of HB 1040 during the 68 th legislative assembly, NDPERS will be offering a 401(a) Defined Contribution Retirement Plan to new team members of the state of North Dakota and it’s participating political subdivisions.
As the Defined Contribution Retirement Programs Manager, you will be responsible for the management and administration of the state of North Dakota’s 401(a) Defined Contribution Retirement Plan and Section 457 (b) Deferred Compensation Plan. In this role, you will ensure that strategic objectives and performance goals of the plans are met. This role reports to the Chief Benefits Officer.
You will lead a high-performing, customer-centric Retirement Counselor and Education team and ensure best practices for plan governance, plan document oversight, and record keeping are met in accordance with various IRS and state regulations. You will oversee Defined Contribution and 457 Deferred Compensation plan vendors to ensure optimal performance. This includes effective collaboration with internal partners (e.g., Accounting, IT, etc.) to ensure accurate configuration and processing in the PERSlink system.
Summary of Work:
- Manage and administer the State's 401(a) Defined Contribution Retirement Plan and Section 457(b) Deferred Compensation Plan. Direct all activities related to planning, coordinating, interpreting, and evaluating the plans, and supervising all activities necessary to administer the plans.
- Manage the Retirement Counselor and Education (Employee Benefit Programs Specialists) team.
- Liaison for research and coordination of member appeals in compliance with statutes, rules, plan documents, and IRS regulations. Finalize 457(b) Deferred Compensation Plan financial hardship requests from members, present to Board, and notify member of Board decision.
- Supervise the performance of service vendors retained on contract for the assigned benefit programs.
- Present to the NDPERS Board, employers, interest groups, members, and legislative committees.

You will be skilled in working collaboratively with a variety of stakeholders.
To be considered for this position, you must have a bachelor’s degree and five years of work experience in the management and administration of employee benefits programs that included supervisory responsibilities.
