General Counsel

MOSERS is a

The general counsel works in our Jefferson City office and has a dual reporting structure, directly reporting to the Executive Director and indirectly reporting to the MOSERS Board of Trustees. This position serves as the chief legal advisor to MOSERS. This position oversees the legal department and ensures that all activities of MOSERS are legally supportable and carried out in accordance with applicable laws, regulations and rules. The position is responsible for providing legal services and counsel on a wide range of legal issues to assist in the operation of the System, investment of System assets, and fulfillment of fiduciary responsibilities.

This position requires knowledge of: 

  • Securities and real estate law pertaining to MOSERS' investment activities
  • Investment markets, investment industry regulations, and investment principles
  • Tax-exempt trust funds, employee benefit plans, and applicable IRS Code
  • Fiduciary responsibilities and trust concepts
  • Employment and human resources law
  • Applicable provisions of federal, state, and local laws, and codes and regulations
  • Administrative law, including procedures and requirements for the conduct of quasi-judicial hearings


Our Ideal Candidate:

  • Has a juris doctor from an accredited law school and is licensed and in good standing to practice law in the state of Missouri or can obtain a Missouri law license
  • Has a minimum of six years of professional experience of general practice of law or equivalent legal or quasi-judicial work in a governmental agency or employee benefit plan
  • Has the ability to:
    • Interpret and apply complex sections of law applicable to various fact situations
    • Render advice, recommendations and decisions based on sound legal judgement to the board and staff
    • Articulate challenges, possible solutions, and associated risks of available options under governing laws, rules, and other requirements
    • Effectively handle multiple projects
    • Coordinate legal activities of MOSERS with outside legal counsel retained by the board of trustees
    • Communicate effectively, both verbally and in writing
    • Identify unique and creative solutions to complex problems
    • Establish positive working relationships with government officials, MOSERS staff, Board members, staff of colleges and universities, and outside vendors
    • Demonstrate integrity and high degree of ethics
    • Maintain confidentiality
