Deputy Executive Director, Chief Benefits Officer, Member Benefits


The State Teachers Retirement System of Ohio (STRS Ohio) is seeking a Chief Benefits Officer (CBO) to join its senior management team.  Reporting directly to the executive director, the CBO provides vision, strategic direction, policy, program, and process development for STRS Ohio’s member benefits department, which includes health care, counseling, member education, member service center and benefit processing teams.

Compensation:  Commensurate with education and experience

Work Schedule:
Monday through Friday, daytime work schedule, with the potential for hybrid work. Occasional evening and weekend work.

General Summary:
Under the direction of the executive director, provide high-level management over all Member Benefits Department operations including health care, counseling, member service center and benefit processing.

  1. Guide the strategic direction of the STRS Ohio Member Benefits department. Function as a business partner on the executive and senior staff teams responsible for planning, budgeting and priority setting for STRS Ohio in coordination with the executive director. 
  2. Build and maintain effective relationships with key stakeholder groups, ensuring proper reporting and information flow to appropriate parties including members and regulatory and government agencies. Present pension and health care information at large member and retiree meetings as needed.
  3. Oversee the Member Benefit Department’s responsibilities associated with the STRS Ohio Defined Contribution Program.
  4. Analyze the impact of changes in legislative or regulatory requirements; establish and monitor procedures to implement necessary changes. Monitor pension industry to implement best practices for continuous improvement.
  5. Oversee the STRS Ohio retiree and associate health care plan.

Requirements Requirements/Experience: 
  1. Master's degree or other advanced degree preferred, preferably in business or other related field.
  2. Ten or more years’ progressively responsible management experience in a public pension system, government agency or other high-touch customer service-oriented field with proven experience in an executive or upper management capacity required.
  3. Demonstrated knowledge of federal and state of Ohio pension laws, auditing, finance and benefit administration. Knowledge of pension plan design, function, administration and funding; health care funding design and administration required. Strong business judgement, influence and integrity required.
  4. Proficiency managing multiple, complex projects simultaneously.
  5. Proven ability to develop and implement ideas and plans designed to improve member services. Experience in developing administrative policy recommendations relating to all facets of public pension plan administration.
  6. Ability to understand and accurately explain laws and administrative code rules affecting STRS.
  7. Experience motivating staff to work as a team.
  8. Ability to work with and preserve confidential information required.
  9. Superior oral, written and interpersonal communication skills to deal effectively and courteously with internal and external contacts. Ability to respond to inquiries or complaints from members, other stakeholders, regulatory agencies, other pension systems and the business community.
