Director of Retirement
The Director of Retirement is responsible for leading the Florida Retirement System (FRS), the fourth-largest public pension plan in the United States. The FRS holds more than $200 billion in assets and distributes more than $12 billion annually in benefit payments. The Division of Retirement supports nearly three million customers and 1,000 participating employers. 
The Director leads a staff of approximately 200 employees organized within multiple bureaus with an operating budget of approximately $42 million. The bureaus include the Bureau of Retirement Calculations, Bureau of Benefit Payments, Bureau of Enrollment & Contributions, Bureau of Local Retirement Systems, Bureau of Research, Education and Training, Bureau of Business Support Services, and the Contact Center. The director is responsible for acting as a subject matter expert for the DMS executive leadership regarding the Florida Retirement System (FRS) Pension Plan, the State University System Optional Retirement Program, the Senior Management Service Optional Annuity Program and the Retiree Health Insurance Subsidy Program. The director also maintains the oversight of local police and firefighter pension plans not participating in the FRS.
Position Responsibilities:
Specific responsibilities of the Director of Retirement include, but are not limited to, the following:
  • Lead and direct the administration of the FRS Pension Plan, the State University System Optional Retirement Program, the Senior Management Service Optional Annuity Program, and the Retiree Health Insurance Subsidy Program.  
  • Manage the day-to-day operations of the division while improving the division’s overall service performance.
  • Direct the collection and accounting of retirement contributions for all state-administered retirement programs.
  • Oversee the management of the division’s operating budget.
  • Lead and direct the division’s activities associated with the development and publication of the Annual Comprehensive Financial Report and other required Governmental Accounting Standards Board reporting.
  • Lead and direct the operation of the division’s contact center.
  • Facilitate the development of actuarial valuations and special studies at the request of the Legislature or DMS leadership using FRS external actuaries. 
  • Lead the administration of the Florida Protection of Public Employee Retirement Benefits Act, which requires the division to monitor, evaluate and report on the actuarial soundness of local government police and firefighter pension plans and report its findings in a formal annual report to the Governor and Legislature.
  • Lead and direct the development and maintenance of Florida Administrative Rules relevant to the division’s operations.
  • Develop and implement policies and procedures for organizing projects, executing strategic plans, and monitoring the performance of complex mission-critical systems.
  • Formulate policies, procedures, and performance management processes and measures that drive performance to achieve organizational goals.
  • Recognize and anticipate problems and risks; gather information, proactively make decisions and resolve problems; seek consensus, and escalate issues when appropriate.
  • Ensure compliance with federal and state law in the administration of the benefits programs.

Requirements Education:
Completion of a four-year degree from an accredited college or university in the area of business administration, finance, public administration, or related field is required. An advanced degree is highly desirable.
Candidate Profile Experience:
The Director should possess the following qualifications:
  • Progressively responsible experience in employee retirement benefits, pension plans, and/or public administration.
  • Progressively responsible experience in creating a collaborative work culture in a customer service-oriented environment.
  • At least five years of managerial experience in large, complex environments.
  • Experience with managing a multiple-million-dollar budget.
  • Progressively responsible experience in actuarial principles and methods.
  • Progressively responsible experience with funding and investment principles and methods used to administer a defined benefit plan.
  • Progressively responsible experience in financial forecasting and modeling with the ability to clearly and concisely communicate complex financial concepts.
  • Demonstrated ability to lead complex business processes and services effectively.
  • Demonstrated success in building and developing a management team, including the assessment of staff abilities, implementation of staff development goals, and the alignment of individual and bureau/unit goals with an organization’s goals and objectives.
  • Demonstrated ability to establish and maintain effective working relationships with internal customers (subordinates and superiors) and external customers and stakeholders.
  • Demonstrated ability to effectively communicate complex information to internal and external stakeholders of various levels.
  • Demonstrated ability to manage multiple high-priority projects successfully.
  • Ability to produce professional/executive-level written work products.
