What you will do
 
The CFO is responsible for the total fiscal management of a system of state retirement plans including eight defined benefit plans, five defined contribution plans, two non retirement funds, and one OPEB (other post employment benefit) fund.  The position is responsible for the establishment and maintenance of accounting and reporting systems, and internal control policies and procedures designed to preserve fund assets.  The CFO manages accounting operations, including ensuring the timeliness of the pension payments and deductions.  The production of monthly financial statements, the annual CAFR (Comprehensive Annual Financial Report), the annual GASB 68 statements, and the annual Actuarial Valuation Reports are key reporting responsibilities.   Sponsorship and guidance of strategic projects within the Executive Steering Committee (ESC) framework is required.   Current positions reporting to the CFO include the Controller, the Finance Director and the Chief Actuary.

Essential Duties:
  • Direct and coordinate activities with accounting firms, rating agencies, and regulatory agencies concerned with the funds’ financial position and financial disclosures
  • Participate with the Executive team by contributing to strategic planning and execution, policy formulation, program development, and organizational planning
  • Maintain a working knowledge of all pertinent INPRS policies and procedures
  • Manage, control and safeguard financial assets
  • Ensure that monthly pension payments and pension deductions are completed on time
  • Ensure accurate, timely and consistent accounting and reporting across the organization
  • Oversee the preparation of the monthly financial statements, Board reports, the Comprehensive Annual Financial Report (CAFR), GASB 68 statements, and Actuarial Valuation Reports
  • Oversee preparation of the annual budget, forecast, and long range financial planning activities
  • Oversee the accurate maintenance of the funds’ accounting and reporting systems
  • Oversee the cost effectiveness of INPRS’s expenditures
  • Oversee the development, maintenance, and monitoring of internal controls which ensure legal/fiscal compliance with laws, rules, GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) requirements
  • Advise and provide financial planning guidance to the Executive Steering Committee on the fiscal impact of programs, policies and actions
  • Develop and maintain professional relationships with independent auditors, legal, accounting and pension consultants, actuaries, and bank and trust officers
  • Perform other duties as assigned by the Executive Director
Experience and Qualifications:
  • Bachelor’s degree in accounting
  • Master’s degree and/or CPA preferred
  • Minimum 10 + years of experience in Finance
  • Previous executive leadership experience preferred; CFO or similar
