Position Information

Executive Director
The Executive Director serves under the direct supervision of the ASGERF Chairman and the Board of Trustees. The incumbent will oversee and conduct analysis on all Fund transactions, Risk & Management Analysis, and the establishment of a Standard Operating Procedures Manual requiring Board of Trustees approval for its continuity of operations. The incumbent will enforce and uphold all policy formulations and business transactions following the review and approval by the Board of Trustees.
 
The Executive Director will provide consultation and support to the Board of Trustees on requests and assignments related to the preparation of the Annual Budget, Investment Income, monitoring of retirement fund cash flow, and the ensuring internal controls for the maintenance of appropriate accounting systems on all matters with significant or material impact.
 
Implements designing and conducting employee training modules and assist in investigating customer complaints and disposing of grievances, in researching regulation, statue, and case law, and in other employee relations’ activities. The incumbent will assist and administer all recruitment, retention, and termination of employees following the review and approval by the Board of Trustees.
 
 
Principal Responsibilities:
  • Provide advice and counsel in developing and implementing benefit, investment, proxy, accounting, internal control, legal, legislative, administrative, human resources, governance and customer service policies.
  • Provide support and communication of Fund Portfolio to Plan Sponsors, Members, Retirees, and Beneficiaries
  • Establish, Administer and Enforce of 3-5 Year Strategic Plan
  • Provide support to Legal, Actuarial, Investment, Auditor and other investment professionals as required to carry out the affairs of the Fund.
  • Provide support with the recruitment and termination of Contractual or Consultation Services that assist with the management of the Fund, in line with Procurement Regulations of the American Samoa Government.
  • Ensure proper maintenance, retention and storage of records of the Fund. 
  •  Oversee the overall daily operations and managing of the fund’s staff
  • Perform other job-related duties as assigned
