Pandemic Considerations

Covid-19 has been declared a worldwide pandemic by the World Health Organization. COVID-19 is extremely contagious. NASRA cannot prevent you from becoming exposed to, contracting, or spreading COVID-19 while attending NASRA’s Winter meeting. It is not possible to prevent the presence of the virus, however measures can and will be taken by our hotel venue to limit exposure. In addition, NASRA will have rapid antigen tests available if needed by any attendee who may wish to test in case of symptoms while at the event.
 
The District of Columbia (DC) requires individuals, by ordinance, to wear a mask while inside unless actively eating or drinking. This mandate is currently set to expire on March 1. 
 
As a part of your registration, you will be required to respond to questions acknowledging your understanding and willing compliance with local government requirements for attendance at the NASRA Winter meeting.  For additional information regarding the meeting, please see our FAQ sheet.

11:00 am - Member Connections (a session for all NASRA system and associate members to network with colleagues in their region and get to know NASRA staff and leadership).

What's New at NASRA: Public Pension Investment Return Assumption Brief Updated

NASRA’s latest update to standing issue briefs, Public Pension Plan Investment Return Assumptionunderscores the critical role the investment return assumption plays in the financial health of public pension plans. Of all actuarial assumptions, it has the greatest impact on plan funding levels and cost. This brief traces how a decade of low interest rates and inflation, beginning in 2009, prompted many plans to reduce their long-term expected returns in line with more modest capital market projections. However, since inflation began rising in early 2021, the trend toward lowering return assumptions has largely paused. While reducing a plan’s assumed return can increase both costs and unfunded liabilities, setting this assumption is a careful, thorough process. It draws on expert input from actuaries and investment professionals and is guided by actuarial standards of practice.
