Stuart Varney

Betty Ann Kane

Betty Ann Kane was appointed in November 2002 by the Trustees of the District of Columbia Retirement Board as Executive Director of the Board. The Board is an independent agency of the Government of the District of Columbia and is responsible for managing over $2.6 billion in assets of the District’s defined benefit pension plans for police officers, firefighters and teachers. As Executive Director Betty Ann Kane serves as the Chief Operating Officer.

Betty Ann Kane previously served the people of the District of Columbia for 12 years from 1979 to 1990 as an elected at-large member of the D.C. Council where she chaired the Government Operations Committee with oversight responsibility for the Retirement Board, personnel, and procurement. She was also an elected at-large member of the D.C. Board of Education from 1974 to 1978 where she chaired the Committee on Finance and the Committee on Student Services. Ms. Kane was appointed a Trustee of the Retirement Board by the D.C. Council in 1993 and served in that capacity for eight years. During her tenure as Trustee, she was elected to three terms as Chairman of the Board and also served as Chairman of the Legislative Committee.

Prior to her appointment as Executive Director, Betty Ann Kane was President and owner of Betty Ann Kane & Company, a government relations firm specializing in District and federal government issues. Previous professional positions include Executive Director of the National Organization to Insure a Sound-Controlled Environment (NOISE); Administrator of the D.C. Insurance Regulatory Trust Fund Bureau; advisor for government relations to the D.C. Court System; Federal Relations Advisor for the Washington telecommunications law firm of Miller & Van Eaton; consultant in educational outreach for The Defenders of Wildlife; Development Officer for the Museum of African Art; Head of Public Programs for the Folger Shakespeare Library; and Assistant Professor of English at The Catholic University of America. Betty Ann Kane is a graduate of Middlebury College, Vermont, and has an M.A. in English from Yale University.

A resident of the District of Columbia for 37 years, Ms. Kane is married to Noel W. Kane, an attorney in private practice, and has two adult children. She is a member of the Board of Directors of the Historical Society of Washington, which operates the City Museum; the Board of Directors of the Committee for the Capital City; and a founder and director of the Vietnam Enterprise Group. She serves as a non-resident Commissioner for the City of Rehoboth Beach, Delaware and was formerly a member of the Rehoboth Beach Planning Commission.

 
Keith Brainard

As research director for the National Association of State Retirement Administrators since 2002, Keith Brainard collects, prepares and distributes to NASRA members news, studies and reports pertinent to public retirement system administration and policy.

Keith is the author of the NASRA white paper, "Myths & Misperceptions of Defined Benefit and Defined Contribution Plans," and coauthor of a 2004 Wharton School Pension Research Council working paper, "Profitable Prudence: The Case for Public Defined Benefit Plans," which measured the economic effects of public pension funds. Keith also maintains the Public Fund Survey, an online compendium of public pension data sponsored jointly by NASRA and the National Council on Teacher Retirement.

Keith previously served as manager of budget & planning for the Arizona State Retirement System and he provided fiscal research and analysis for the Texas and Arizona legislatures. He has a master's degree from the University of Texas-Austin, LBJ School of Public Affairs.

 
William Leighty

William (Bill) H. Leighty is the senior member of the Governor's Cabinet and manages all staff in the Governor's Office. Using his wide-ranging experience from nearly 30 years of state government service, Bill plays a central role in the Commonwealth's planning, budgetary, and personnel decisions. Bill oversees the day-to-day operations of the Governor's Cabinet, personal office, and state agencies. Next to the Governor, Bill also has the most extensive role in implementing the long-term vision and policies of the executive branch. He has played an integral role in increasing the efficiency and speed of operations in state government during Governor Warner's term, and by serving as chief legislative liaison to the Governor, he has had a major role in many of the Governor's key pieces of legislation.

On days when the Governor's business requires him to be out of the office, Bill has the authority to review all matters requiring the Governor's decision. Potential matters that could fall under his authority run the full gamut of budgetary, personnel, policy, legislative, and emergency response issues. During the General Assembly session and throughout the year, Bill is the primary liaison between the Office of the Governor and state legislators, helping to ensure that Virginia's policymakers are working together in the best interests of the Commonwealth.

Mr. Leighty was recently selected as one of only 40 state leaders from across the country for the Toll Fellowship Program, which is sponsored by The Council of State Governments. Bill was chosen for this distinguished award by a committee of state elected and appointed officials as one of the most promising leaders of state government. Additionally, Bill was selected as a recipient of the 2002 William R. Snodgrass Distinguished Leadership Award. This award was in recognition of the leadership he provided in improving Virginia's financial management practices, policies, and systems while maintaining the highest professional standards.

Bill earned a B.A. in Economics from Mary Washington College in 1978, and an MBA from Virginia Commonwealth University in the same year. Prior to his service as Governor Warner's Chief of Staff, Bill served in such roles as Director of the Virginia Retirement System, Deputy Commissioner of the Virginia Department of Motor Vehicles, and Deputy Secretary of Transportation. He was Assistant Director of the Governor's Commission on Government Reform, also known as the Blue Ribbon Strike Force, in 1994. He is married to the former Marti Kearns and has one son, Matthew, age 22. When Bill has some rare free time from his government obligations, he enjoys bird watching.

 
Fred Buenrostro

Fred R. Buenrostro, Jr. has been the CalPERS Chief Executive Officer since December 2002, administering the nation's largest public pension fund. CalPERS provides retirement and health benefits to more than 1.4 million current and retired California public employees and their families.

As the System's seventh CEO, Mr. Buenrostro oversees our employees, budget, and operations, spanning investments, health, and retirement benefits administration, actuarial and employer services, and other supplemental programs.

Mr. Buenrostro came to CalPERS with more than 25 years experience in public service, including more than 15 years on both the CalPERS and California State Teachers' Retirement System Boards. He served as the representative to these Boards for two State Controllers and three State Treasurers.

Prior to becoming CalPERS CEO, he served as Chief Deputy Director of the Department of Personnel Administration, where he was responsible for the overall administration of the Department. He also served as the Director's top advisor on a wide range of policies and programs affecting State employees.

Previously, Mr. Buenrostro was a Deputy in the State Controller's Office from 1992 to 1999. Between 1985 and 1992, he served as Legal Counsel/Deputy Treasurer. His long career in government also included service as Assistant Executive Secretary of the Victims of Violent Crimes Program for the State Board of Control between 1981 and 1985.

Mr. Buenrostro has a Bachelor's of Science degree in Business Administration from Pepperdine University and a law degree from McGeorge School of Law, University of the Pacific.

 
Rex Holsapple

Rex Holsapple is the Chief Investment Officer for the Maine State Retirement System. The Maine State Retirement System administers pension plans for roughly 150,000 plan participants. Plan assets total approximately USD 7 billion. Mr. Holsapple has held this position since early 2002.

Prior to joining the Maine State Retirement System, Mr. Holsapple was the State Investment Officer at the Nebraska Investment Council, which is the state agency that manages all the financial investments for the State of Nebraska. There he was responsible for $7 billion of assets covering public pension plans, state operating cash and various endowment funds for public entities. He held this position from 1994 to early 2002.

Before moving to Nebraska, Mr. Holsapple was with Phillips Petroleum Company for fifteen years. At Phillips, he had worldwide responsibility for short-term corporate cash management, foreign exchange risk management, and benefit plan investment portfolios. His tenure at Phillips included a four-year assignment in London, United Kingdom.

Mr. Holsapple has served as a trustee of the Trans Alaska Pipeline Liability Fund and as chairman of the board of the 66 Federal Credit Union.

He has a BA in Mathematics from Dartmouth College and an MBA from the University of Texas at Austin. His recreational activities include mountaineering, photography, skiing, and amateur theater.

 
Steve Holmes

Steve is a founding member and head of consulting at Summit Strategies Group. Prior to beginning his consulting career in 1987, Steve received a degree in Psychology from Creighton University and his MBA from Georgetown University. He currently consults to clients representing public and corporate pension funds, hospitals and insurance companies. Steve is a CFA charterholder, has served as President of the St. Louis Society of Financial Analysts and continues to be a member of this organization. He currently serves as Chairman of the Investment Committee of the Archdiocese of St. Louis and is a member of the Board of Trustees of the City of Richmond Heights Retirement System (Missouri).

 
Allan Emkin

Mr. Emkin co-founded PCA with Nori Gerardo Lietz in 1988 and is currently a Managing Director. Mr. Emkin has primary responsibility for several client relationships including CalSTRS, CalPERS, Kansas PERS, Oregon PERS and Los Angeles City ERS. Mr. Emkin has twenty years of general consulting experience, with an emphasis on public plan administration and investment policy, non-dollar investments and real estate investments. Prior to forming PCA, Mr. Emkin was a Vice President at Wilshire Associates where he was responsible for public plan relationships and was the director of international and real estate research.

Mr. Emkin maintains several state consulting relationships outside of California including the Minnesota State Investment Board, the Virginia Retirement System, and the Oregon Public Employees' Retirement Fund. Mr. Emkin also has worked with several associations and municipalities including California counties, Colorado Fire & Police Pension Association, Houston Firefighter's Relief and Retirement Fund as well as specific project assignments for several other California funds. Prior to becoming a consultant, Mr. Emkin worked in the California Governor's office, and before that he was a registered lobbyist for ten years.

Mr. Emkin is a frequent speaker at various forums and educational seminars, such as the Institute for Fiduciary Education (IFE), Pensions in the Nineties (now known as Pensions 2000), Institutional Investor, and Pension and Investment Age conferences.

 
Martin Buser

Born in Winterthur, Switzerland in 1958, Martin became fascinated with sled dogs while still a teen. He came to Alaska in 1979 to enhance his knowledge of care and training of sled dogs. He began working and training with long-time Alaskan mushers Earl and Natalie Norris and ran his first Iditarod in 1980. Martin, wife Kathy Chapoton, a teacher, and sons Nikolai and Rohn (both named after Iditarod checkpoints), reside in Big Lake, Alaska, where the family owns and operates Happy Trails Kennel. Martin spends a large percentage of his personal time speaking with youth on the humanitarian care of animals and the spirit of the Iditarod. A favorite celebrity of the children (and adults!) of Alaska, Martin treats them with surprise visits from his dogs during many of these appearances. Martin runs the race each year with his dogs to test the success of their breeding, training and physical endurance. He regards his racers as true competitive athletes and prides his team on their longevity and spirit of competition. Says Martin, "I run the Iditarod to prove that my dogs, bred, trained and raced by Happy Trails Kennels, are the best amongst the world's long distance athletes." As tribute to his treatment of his racers, Martin was awarded the coveted Leonhard Seppala Award in 1988, 1993, 1995 and again in 1997 for the most humanitarian care of his dogs. The award was named for the most famous Alaskan musher who ran the longest and most dangerous stretch of the 1925, 674-mile diphtheria serum run from Nenana to Nome, which saved hundreds of lives. Following Martin's 2002 Iditarod victory, as a four time Iditarod Champion, he was naturalized as a US Citizen under the burled arch in Nome. He then flew in his snowmobiles and he and his family rode (on snowmobiles) the trail back to Big Lake. Martin is a member of Rotary and the Explorer's Club. His hobbies are carpentry and woodturning.

 
George Kim Johnson

Kim Johnson is founder and President of Investor Responsibility Support Services, Inc.

Prior to founding IRSS, Kim was General Counsel to the Public Employees' Retirement Association of Colorado (PERA), a $30 billion fund serving nearly 300,000 members, retirees, beneficiaries, and participants. While at PERA he was active in the securities class action field. During his tenure PERA became co-lead plaintiff in the California Micro Devices case, prior to the effective date of the PSLRA. This case was settled with one of the highest percentage recoveries for the class ever achieved, at a cost far lower than any previous case. He was active on behalf of PERA in Oxford, in which the fund was co-lead plaintiff. He was also active in PERA's opt out in the McKesson case. During this time PERA also took a leadership role in actions other than as lead plaintiff. In Horizon, PERA joined with the State of Wisconsin Investment Board in an intervention which significantly lowered the fees paid out of the class settlement. In Chiron the fund filed a conditional objection to the settlement and fees which resulted in significant changes without the need for a hearing, and in a substantially increased recovery by PERA.

Before moving to Colorado, Kim was General Counsel for the Louisiana State Employees' Retirement System, where he was involved in securities class action cases affecting that fund.

Kim has presented papers and participated in instructional programs relating to securities class actions for the Council of Institutional Investors, the Stanford Institutional Investors Forum, the National Association of State Treasurers, the National Association of Public Pension Attorneys, the American Society of Corporate Secretaries, the American Bar Association, the National Conference of Teacher Retirement Systems, boards of trustees of pension funds, and numerous other groups. He has also provided testimony to the Securities and Exchange Commission.

Among his organizational activities are service as a board member, chair of the Investment Law Section, and president of the National Association of Public Pension Attorneys (NAPPA); member of the executive board of the Council of Institutional Investors; member of the governing board of the International Corporate Governance Network; participant in the Stanford Institutional Investors Forum; and member of the Global Investors Governance Network.

Kim received his Bachelor of Arts and Juris Doctor degrees from LSU and the LSU Law Center, graduating from law school first in his class. He has completed the ALI-ABA Pension Law Institute.

 
Ann Yerger

Ann Yerger joined the Council of Institutional Investors in early 1996 as the Director of the Council's Research Service. She was named Executive Director in January 2005. Founded in 1985, the Council is an organization of more than 140 public, corporate, and Taft-Hartley pension funds which manage in aggregate over $3.0 trillion in assets. The Council's objective is to address investment issues affecting the size and security of plan assets.

Before joining the Council, Ms. Yerger was deputy director of the Corporate Governance Service of the Investor Responsibility Research Center. She spent five years in the domestic corporate banking division of Wachovia Bank in Winston-Salem, NC and Atlanta, GA.

She received an A.B. in Economics from Duke University and an M.B.A. in Finance from Tulane University.

 
Nancy Williams

Nancy, a principal with the firm, serves as the primary consultant and manages consulting assignments for a select number of EnnisKnupp retainer and project clients. Nancy leads the firm's efforts in the areas of fiduciary audits, organizational reviews, strategic planning, trustee education, and plan governance matters.

Some recent projects Nancy has completed include:

  • A comprehensive fiduciary audit for a city retirement system that included in depth analysis of the investment program and a best practices review of numerous investment and administrative functions
  • Strategic planning retreats for public retirement boards and staffs, resulting in the identification and prioritization of short-term and long-term issues and the development of useable plans for addressing the issues
  • Board governance reviews and made recommendations for improving Board and staff efficiency and reducing fiduciary risk
  • Customized new trustee orientation programs for individuals coming on to public retirement boards (through election or appointment) so that roles, responsibilities and expectations were clearly understood
  • Fiduciary training sessions to those responsible for the oversight and management of pension funds, focusing on the legal environment and standards of care and prudence required by law
  • Board governance policies and handbooks, outlining best practices for pension administration and fund investments
  • The development of criteria and a process for board self-evaluations and Executive Director (CEO , Director, General Manager, Retirement Administrator) evaluations

Prior to joining the firm in 2005, Nancy was the national Governance and Policy Unit leader at Mercer Investment Consulting, and prior to that, the national Public Sector Practice leader at Mercer Human Resource Consulting. In addition to her experience at Mercer, Nancy served as the Deputy Director and General Counsel with the Colorado Public Employees' Retirement Association. She also worked at the State Teachers Retirement System of Ohio as General Counsel and was a trustee on public retirement boards early in her career.

Nancy holds a B.S. degree from Ohio State University and a Juris Doctor degree from Capital University Law School. Some of Nancy's affiliations include: Founder and Past President of the National Association of Public Pension Attorneys, Advisor to the Commissioners on Uniform State Laws (Model Public Pension Fund Management Act), Advisor to the CFA Institute (Private Equity Subcommittee), Advisor to the National Association of Corporate Directors, and former member of the Public Employees Committee of the International Foundation of Employee Benefit Plans.

 
Ken Dychtwald, Ph.D.

Charles Baird

Prior to founding North Castle, Mr. Baird served as a managing director of AEA Investors, Inc., where he was involved in initiating, negotiating, financing, monitoring and exiting principal investments. At AEA, Mr. Baird led 13 transactions that realized an IRR of 73 percent on over $350 million of invested equity. From 1978 to 1989, Mr. Baird worked at Bain & Company, where, as an executive vice president and North American Management Committee member, he was involved in developing strategy and implementing profit improvement initiatives for companies in the health care, forest products, packaging, publishing, chemicals, food, plastics and textile industries.

From 1975 to 1977, Mr. Baird worked in mergers and acquisitions at The First Boston Corporation. He received an A.B. from Harvard College and an M.B.A. from Harvard Business School.

 
Jeannine Markoe Raymond

Jeannine Markoe Raymond is the Director of Federal Relations for the National Association of State Retirement Administrators (NASRA), representing the interests of the association in Washington, DC. NASRA members are the directors of the nation's state, territorial and largest statewide public retirement systems, which hold more than $1.8 trillion in assets and provide pension and other benefits to more than two-third of all state and local government employees.

Formerly, Ms. Raymond was the legislative analyst for the Government Finance Officers Association, and acting director for GFOA's Pension & Benefits Center. She also served as a graduate student associate with the California Debt Advisory Commission within the California Treasury Department, and was a public management consultant with RJA Management Services, Inc.

Ms. Raymond received a bachelor's degree in economics from the University of California, San Diego and a master's degree, with honors, in public administration and intergovernmental management from the University of Southern California.

 
Cathie Eitelberg

Cathie Eitelberg is the National Director of the Segal Company's Public Sector Market where she leads the company's team of Public Sector Consultants. As an expert in public pension design, financing and administration, she consults with clients to develop and implement strategic solutions to operational, governance, design and total rewards challenges. She is an advisor to the boards of the National Association of State Retirement Administrators (NASRA) as well as the National Association of Government Defined Contribution Administrators (NAGDCA). Cathie also sits on the International Foundation of Employee Benefit's Government Liaison Committee, the Nationwide Retirement Education Institute Panel of Advisors and the International Foundation Retirement Education Advisory Boards. Since she is an accomplished, knowledgeable speaker, she often lectures and writes on public retirement and health topics.

Ms. Eitelberg graduated from the University of Maryland (College Park, Maryland) summa cum laude with a B.S. degree in business management and continued to study under the Executive Education Program at Harvard's Business School. She is listed in the Who's Who of Finance and the Elite Who's Who of American Business Women.

 
Ron Gebhardtsbauer

As the Senior Pension Fellow of the American Academy of Actuaries, Ron Gebhardtsbauer provides Congress and federal officials with nonpartisan technical assistance and is the chief spokesperson for U.S. pension actuaries.

Before assuming his Academy post in 1997, Gebhardtsbauer managed the New York City retirement practice of William M. Mercer, Inc. His public sector experience includes eight years as Chief Actuary of the federal Pension Benefit Guaranty Corporation (PBGC), which administered almost 2,000 pension plans at the time. As chief pension actuary at the U.S. Office of Personnel Management, he participated in creating the Federal Employee Retirement System. Gebhardtsbauer also held private sector positions with the Wyatt Company and Acacia Mutual Life Insurance Company. He serves on the national board for the pension system of the United Methodist Church and the Board of the U.S. Society of Actuaries.

Gebhardtsbauer earned a bachelor's degree in mathematics at Pennsylvania State University and a master's degree in actuarial science at Northeastern University. He has taught actuarial courses at several schools and to professional groups. He is a member of the American Academy of Actuaries, National Academy of Social Insurance, the American Society of Pension Professionals & Actuaries; a fellow of the Society of Actuaries; and is an Enrolled Actuary.

Among publications by Gebhardtsbauer is the study note on PBGC issues for the Society of Actuaries. In addition, he was named one of the "100 Most Influential People in Finance" in the June 2004 issue of Treasury and Risk Management magazine, and received the "2002 Kenneth Black, Jr. Award" for the top paper in the Journal of Financial Service Professionals.

As the profession's chief spokesperson on Social Security, pension, and related tax issues, Gebhardtsbauer frequently testifies before the U.S. Congress and has appeared at more than two-dozen town hall meetings across the United States, including the final session of The White House Conference on Social Security. Internationally, Gebhardtsbauer has advised the governments of Canada, Bulgaria, Romania, Poland, Vietnam, and the United Kingdom. He is regularly featured as a speaker at international actuarial meetings and sought for analysis by the news media.

 
Lieutenant General Carrol H. "Howie" Chandler

Lt. Gen. Howie Chandler is commander of Alaskan Command, commander of the Alaskan North American Aerospace Defense Command Region, commander of the Eleventh Air Force and Commander of Joint Task Force Alaska, all with headquarters on Elmendorf Air Force Base, in Anchorage, Alaska.

He is the senior military officer in Alaska and responsible for the integration of all military activities in the Alaskan theater of operations. As commander of Alaskan Command, a sub-unified command under Pacific Command, General Chandler integrates the activities of more than 21,000 active duty, Guard and Reserve members from all services in Alaska.

A 1974 graduate of the US Air Force Academy, he is an alumnus of the National War College and the John F. Kennedy School of Government at Harvard University.

The general has commanded forces at every echelon including serving as the commander for both the 33d and 56th Fighter Wings. He has served multiple tours in the Pacific Theater as well as in Southwest Asia. Additionally, he served two years in Naples, Italy, Headquarters Allied Air Forces Southern Europe and two different tours in the Pentagon, most notably as the director of operational plans for the Air Force. Prior to assuming his current position, he was the director of aerospace operations, Headquarters Air Combat Command, Langley Air Force Base, Va.

A command pilot with more than 3,800 flight hours, the general has flown the T-38, F-15 Eagle and F-16 Fighting Falcon.

His awards include the Distinguished Service Medal, the Defense Superior Service Medal with oak leaf cluster, the Legion of Merit, the Defense Meritorious Service Medal with oak leaf cluster and the Meritorious Service Medal with five oak leaf clusters.
